Housing construction & property promotion:
- A "housing construction turbo" is intended to speed up approval procedures and boost new construction.
- KfW funding will be concentrated on two programs for new construction and modernization.
- Families receive support with the "Start-up aid for home ownership" program. Acquisition of residential property.
Changes to tenancy law:
- The rent freeze will be extended until the end of 2029 in tight housing markets.
- Stricter regulations for index-linked rents, furnished apartments and short-term rentals are planned.
- The ban on converting rental apartments into owner-occupied apartments will be extended until 2030.
Other relevant points:
- Energy renovation costs for inherited properties are to be tax-deductible in future.
- New home insurance policies should only be offered with natural hazard cover.
